The push toward grid regionalization in open access transmission systems

Abstract

A new independent transmission management structure to control transmission operations and planning uniformly in large geographic regions is presented. Regional transmission organizations (RTO) are pushing this structure for grid regionalization. This is done to promote aggressively robust competition in wholesale electricity markets and to provide nondiscriminatory open access transmission.
