Abstract

This report focuses on 1) the scientific data that describe the climatic and hydrologic conditions during the drought; 2) analyses and descriptions of drought impacts; and 3) the interpretative steps taken by the Illinois State Water Survey (ISWS) to identify the emerging drought conditions in the 2012 spring and early summer, leading to an official declaration by the Governor’s Office and State Water Plan Task Force and the convening of the Governor’s Drought Response Task Force (DRTF). A previous report, The Drought of 2012 (IDNR, 2013), was jointly prepared by the Illinois Department of Natural Resources (IDNR) and DRTF, focusing on state agency activities and responses during the drought, general impacts, and associated technical and policy issues for Illinois agencies.
