Swinging pendulum: a receiving system perspective

Abstract

Receiving system have been the focus of regulation and management. Past emphasis has been on chemical conditions, but clean water may not be enough to protect the environment. This paper reviews some of the issues raised at the National Water Resources Regulation: Where is the Environmental Pendulum Now? Conference and the progress, are at last movement, in addressing these issues since the conference.
