N2 - We report the observation of doubly charged clusters below the kinetic critical size for Coulomb fission. Ultraviolet irradiation of cold, singly charged alkali-halide clusters efficiently generates the corresponding doubly charged clusters, allowing detection of a range of CsI and KBr clusters above and below the critical size, nc=19. These include an island of particularly high stability, n=12-13, that can be explained by computed structures. By varying the photon energy, we have also demonstrated the role of excess energy in determining fission decay rates.
