Abstract
In many important federalism and separation or powers cases, Justice Blackmun was impressive and thoughtful in asking the right kinds of questions about the way the political process functions, but sometimes gave answers that are open to serious question. This essay is a reflection on Justice Blackmun’s jurisprudence in notably important federalism and separation of powers cases.
