Abstract
The article discusses the evolution of response to intervention (RTI) approach as situated within federal laws and the role of RTI in sustaining racial disproportionality in the U.S. Topics include an overview of education reform law from 1954 to 2000 that positions RTI as an approach to reading and behavior and to reduce racial disproportionality in special education placements, education reform laws from 2001 to 2018, and questions for reflection and recommendations.
