Abstract

Two intersection delay measurement approaches are developed, and a framework for a real-time traffic signal data collection and intersection operational analysis system is presented. The two methods-Image processing method and Stop-start delay method- measure delays for individual vehicles rather than the average delay. The Image processing method measure approach delay, which can be divided into stopped delay and moving delay, but the Stop-start method measures the stopped-delay of vehicles. The delays measured by the Stop-start method were within 1 second of the actual delay for 82% of vehicles and within 2 seconds for 94% of them.
