Abstract
South Carolina is faced with the problems created by an ever-expanding population along a coastline that is tourism dependent. One problem that is becoming increasingly more intense is the struggle to find public access points to reach the beach. In response, the State legislature has mandated the creation of beach access plans by all municipal and county governments along the coast. By using the South Carolina Recreation Demand Model (SCRDM) as a guide, an understanding of the severity of the problem is provided.
