Abstract
The article discusses non-quantifiable benefits and the role of non-monetizable effects in a cost-benefit analysis in relation to the promulgation of rules by the U.S. National Highway Traffic Safety Administration as of June 2012. U.S. President Barack Obama's release of Executive Order number 13, 563, which deals with the costs associated with a government agency's adoption of regulations, is also addressed.
