Abstract

Since a broadcast channel is defined only through the marginals, one can create different degraded outer bounds by coloring the noises between the receivers differently. The overall noise can be thought of as colored with covariance Q. This paper aims to show that the degraded outer bound is tight when all permutations of users and all possible colorings are considered.
