Abstract
The nurturing and cultivation of software in several different environments from universities to firms are discussed. Salient institutional factors in the development process are also identified. Due to the varying institutional factors, software with the same technical functionality might have different features, characteristics, and values. The institutional factors can also explain the current state of software security, as well as how it can be improved in the future.
