Abstract

We review the development and progression of research on so-called "citizen competence" in terms of three currents that have occurred more or less sequentially. We note that these three currents differ in their underlying assumptions and thus in their conclusions. Rather than view the three currents as fundamentally in conflict, we emphasize the progress that has occurred across them.
