Abstract

The country, or productive sector, that does not plan its economy, in terms of legitimate national interest, is at the mercy of the planning of other parties… Without [industrial development] the adequate use of the resources of our nation's territory would be impossible, and the integration of our People into the rhythm of modern progress would not be achieved with the necessary speed. Industry is a formidable tool that must be managed to the benefit of national economic growth.
