Individual, organizational and environmental drivers of job creation in new firms

Abstract

We develop and test a multi-level framework to investigate the individual, organizational, and environmental drivers of job creation in new firms. Using survey data from individuals who transitioned from unemployment to self-employment in a program administered by the German Federal Employment Agency, we find that human capital specific to the new venture increases founders' ability to create jobs for others, whereas organizational and environmental factors, particularly those affecting the risk of the venture, decrease job creation. We also find systematic differences in the drivers that lead to the creation of higher quality employment ("good jobs") and lower quality employment.
