Abstract
The design of communication technologies is not autonomous, rather it is shaped by conflicting social groups. This paper focuses on how the consideration of societal concerns is affected by the institutional origins of the technology. Four important institutions for the development of communication technologies are outlined. These include universities, firms, consortia, and the open source movement.
