note = "Certainly, there have been some encouraging signs recently, pointing to increasing attention to culture, diversity, and social justice within the mainstream evaluation community. The Diversity Initiative funded by the W.K. Kellogg Foundation comes to mind. One aim of the initiative is to help community leaders, policy makers, service providers, and other professionals design programs and policies that are culturally sensitive and relevant; and the other aim is to encourage evaluators to work across cultures. Discussions among colleagues that serve to incorporate and institutionalize diversity into the review of program evaluation standards would be another bold and important step. On a similar theme, recent developments by the National Science Foundation efforts on cultural context of educational evaluation and cultural responsive evaluation signal productive endeavors to build the capacity of the evaluation community and to more effectively engage in evaluations in culturally diverse settings (2000, 2001). Another encouraging sign is the attention to topics related to issues of culture in the context of educational assessment, psychological assessment, pedagogy, and counseling, as featured at the Relevance of Assessment and Culture in Evaluation (RACE) conference held yearly at the Arizona State University College of Education in January. Although the recent efforts by foundations, universities, and the larger organization are necessary but perhaps insufficient strategies to expand conversations and practices in evaluation by themselves, they do encourage a new set of evaluator skills, frameworks, and ethical considerations around culture, diversity, and social justice in the profession.",
