Abstract
An exploration on the difficult experiences in planning of four cities in Orange County, California is presented which has been an important destination for immigrants and community. The influx of Latin American and Asian immigrants have brought the much change in the county during the 1990 up to 2000. This research mainly examines the cases of U.S. land-use regulation and planning in terms of diversity and rapid demographic change. The ultimate objective of this study is to aid planners better understand how land-use controversies become cultural or racialized conflicts in addressing diversity. An examination was given on how the five cities in Orange County, California resolved the controversial land-use issues.
